Twenty five Reef Balls were deployed in June of 1996 in about 70 feet of water at 44673.1 62030.7 or 29'27.594N 80'57.539 W which is about 20.2 NM @ 138* from Natezes (sp?) Pass. The project was funded by the county's artificial reef program. Reef Innovations and Diving Specialists, Inc. completed the project for the county.

Flagler County Commissioner George Hanns realized the county was one of the few coastal counties not participating in the State's Artificial Reef Program. With the encouragement of the Board of County Commissioners, Commissioner Hanns met with Joe Halusky, Florida Sea Grant Extension agent for Flagler County, and Jim Netherton, President of the St. Johns County Reef Research Team. That meeting resulted in the formation of the Flagler County Artificial Reef Program.

lagler County constructed its eighth artificial reef in June, dropping
109 reef balls into the sea, creating a valuable marine habitat
and recreational opportunities for area fisherman and divers. The
reef was named after Joe Halusky who spent many years assisting
the county in the SeaGrant program.
Funding for the project was provided by the Florida Fish and Wildlife
Conservation Commission and U.S. Fish and Wildlife Service?s Federal Aid in Sport Fish Restoration Program. The St. Augustine Port, Waterway and Beach District, contributed matching funding for theproject, totaling $10,000.
